i think what that means is, the refs have meetings before every game with other referees and discuss different players to look out for and which players have a tendency to do this or that, and they do this to know how tight to officiate, or what things to let go. so yes, in fact it’s not like they have an agenda, for the most part. but they are prepared for what to expect.
