Probably because noone ever has won consecutive Coach of the Year awards, and it would take something truly exceptional for that to change. I love the Spurs and Popovich. What the organization and Popovich has done over the last 16 years is truly exceptional, and when he retires at some point, after presumably keeping his record going of consecutive 50 wins seasons till he stops, he will of course be a first ballot HOF.

But what I can see about nature of the COTY award throught the last decade at least, there is more of an emphasis on which coach has brought the most significant improvement to his team, primarily through his actions, not just that they got a new player. So I very much doubt that he would win it again this year. But if anyone should change the trend and get the award 2 years in a row Popovich is as good a candidate as I can name among active coaches
