They have alot of young talent in pros. Every year for the past 3-4 years they have had a few big time recruits.

But it’s basically the teams that came runners up in their qualifying tournaments get entry into this one (I.e NZ lost to Australia in the Oceania qualifying final so played this tournament). But you’re right, I’m surprised Canada aren’t a lot better than they traditionally are.
