The Pacers can sign Deron Williams and Hibbert to large contracts, but have to sign Williams first because signing Hibbert will eat their cap space. By making an offer to Hibbert (which the Pacers have to match in 3 days), he can effectively take then out of the running for Williams if they want to keep Hibbert.
