If your team is in a big market, max the cap and hope for a playoff run, but no worries, you’ll make money regardless. Collect as many superstars as you can.

If your team is in a small market, play with the smallest salary allowed because you won’t make any money otherwise. You have no shot of winning the Finals, and no matter how good your team gets with draft picks they will almost always abandon you for a large market team when their contract expires.
