I do believe the NFL by-laws state that an NFL owner may not own a team that it outside of it’s primary market. That was the problem when Kroenke bought the St. Louis Rams, he had to “sell” his share of the Nuggets to his son or wife or something.
So, in theory, Illitch could buy the Lions, if he wanted to.
