In both of the Blazers wins (including one in Phoenix without Roy), the Blazers scored well over 100. In the only lose, Phoenix in fact slowed the pace to win the game 93-87. Tempo can absolutely be in favor of either team, and the Blazers play the fast pace very efficiently without Roy.
