What Amare is talking about is the fact that he is quicker and more agile and that has allowed him to be in defensive rotation spots now that he couldn't get to being slower, and taking advantage of offensive chances by getting to open spots in time for Nash passes.
That's not really an improvement in real basketball IQ, but it doesn't make him look lost on defense all the time and makes him more fluid and tougher to guard on offense. He's now in the right spots more often since he can get where he is heading quicker.
He was so overweight and out of shape in October when games started he looked like Shaq did last year trailing the team up the floor. If you have had a detached retina or know anyone that has had one, you flat can't do anything but walk slow for 6 months, until the eye is firmly secured and healed back in the socket. It is an athletically debilitating injury which takes time to toally heal physically and mentally. Go ask your optomotrist or an eye surgeon if you don't believe me how serious this was.
